The California Trade and Commerce Agency oversees the Program in cooperation with the National Trust for Historic Preservation's National Main Street Center. Main Street is a proven revitalization strategy used in more than 1,200 communities and 40 states. Four program areas are stressed; organization, design, promotion, and economic restructuring. This four-point methodology works to create a comprehensive revitalization focus for Downtown Fairfield. The Organizational Component is intended to build public-private partnerships and an effective volunteer-driven organization. The Downtown Improvement District (DID) serves this function in Fairfield. The Design Component is provided to enhance the visual quality of the downtown. The Redevelopment Agency offers a facade rebate and loan program to encourage design enhancements and new investments in downtown buildings. The Promotional Component is intended to bring people to the district. This is done by special events, such as the Annual Spring Craft Faire, the Tomato Festival and Certified Farmers Market. The Component also includes running a retail promotion and advertising sales campaign that creates a unified and quality image for the downtown. The Economic Restructuring Component emphasizes retaining and strengthening existing businesses, and developing strategies to attract new companies. This is done by encouraging participation in special Main Street business training classes available to merchants, and actively recruiting businesses that strive in a downtown environment and that strengthen the overall economic condition of downtown. |
